Lumina - the University of South-East Europe assumes institutional quality culture as a means of achieving academic excellence in both education and scientific research.
Based on national regulations in quality assurance in higher education (Law no. 1/2011 - National Education Law, Law no. 87/10.04.2006 regarding the approval of Government Emergency Ordinance no. 75/2005 on quality assurance in education, the Methodology, standards and baseline indicators on quality assessment of university study programmes and higher education institutions, approved by Government Decision no. 1418/2006) and based also on the EU policy guidelines in quality assurance in education ("Standards and Guidelines for Quality Assurance in European Higher Education" developed by ENQA - European Network for Quality Assurance in Higher Education) Lumina, the University of South-East Europe initiated specific procedures regarding the elaboration and implementation of the Quality Management System (QMS)
As a first step to this goal were set up the bodies and functions aiming at assessing and ensuring the quality and the main regulations and methodologies pertaining to QMS in our university have been developed and endorsed by the Interim Body. Step II aims to develop all procedures (system, operational and working procedures) based on which the educational and research processes will be carried on in the university, so that in the end the system might be subject to external evaluation by a recognised organisation with a view to certification.
The QMS structure is shown in "the Organisational Chart of the Quality Management System of Lumina - the University of South-East Europe". To establish the organisational structure, the responsibilities and specific quality assurance activities in UESEL was developed the "Regulation on the evaluation and quality assurance in LUMINA - the University of South-East Europe".
In accordance with Law no. 87/10.04.2006 regarding the approval of GEO no. 75/2005 on quality assurance in education, at the university level was created the Evaluation and Quality Assurance Commission (EQAC). The composition and responsibilities of the commission are governed by the "Regulation of the Evaluation and Quality Assurance Commission of Lumina - the University of South-East Europe".
At the university level, QMS is headed by the Quality Assurance Coordinator who establishes, together with the members of CEAC, the objectives and priorities in the field of quality, pursues their being known and applied throughout the institution, allocates and verifies the proper use of QMS resources.
EQAC activity is assisted by a specialised technical service - Quality Assurance Department (QAD) - which plays an executive role, by implementing EQAC decisions in order to carry out quality management through action planning, organising working teams, drafting documents and training the staff as to quality assurance. The structure and tasks of this department are established by the "Regulation on the organisation and functioning of the Quality Assurance Department of LUMINA - the University of South-East Europe".
At faculty level QMS is headed by the Dean, who sets the university's strategy, policy, objectives, and priorities in the field of quality by pursuing quality knowledge and the application in the faculty of both general aspects, as well as of those specific to the faculty. The Dean's representative for QMS invested with responsibility and authority for the implementation, maintenance and improvement of QMS at faculty level is the Faculty Quality Assurance Officer (FQAO). The Quality Commission (QQ) is a working body having at the level of the faculty a similar role as the one played at the level the university by EQAC.
The responsibility and authority related to the quality of all QMS processes at the level of the department belongs to the head of department. He / she aims to achieve the general and specific objectives as to quality within the department, the staff's training, planning and conducting evaluations / internal audits and individual evaluations. The head of department appoints a Quality Assurance Officer for the Department (QAOD). His / her tasks are similar to those of the FQAO, but at the level of the department. The head of department is supported in decision making and planning specific evaluation activities and quality assurance by the Quality Commission.
